This is expected. From the screenshot it indicates you are using Neo4j 5.26.12 and Community Edition. Per https://neo4j.com/docs/operations-manual/5/introduction/#_neo4j_editions this includes a list of features/functions available per Community Edition vs. Enterprise Edition.
Under the Security subsection/table all functionality is only available for Enterprise Edition and as such Community Edition is limited to a single user.
