Change status of user community edition

I use neo4j community edition 4.0, i can create new user but they are disabled how can i enable users in community editions ?

I checked here in the documentation and I think it's only available for Neo4j Enterprise edition

if you want to go further, you should use Neo4j Enterprise.

You should be able to use them, they are activated by default
