Desktop unable to establish remote connection

Trying to resolve this (apparently common) error.
I am trying to connect to the "remote" database per the screen capture.

I click "Connect"

It gives this error

Per much Googling and etc., tried this, which made no difference:
Uncomment the lines
dbms.connectors.default_listen_address=0.0.0.0
dbms.connector.bolt.listen_address=:7687

The other database starts fine.
