Can I install bloom as plugin on community neo4j version???

Per the installation documentation, Neo4j Enterprise Edition is required:

Admin access to a licensed Neo4j Enterprise Edition database.

Note that Neo4j Desktop uses Enterprise edition and Bloom is also available in Neo4j AuraDB.
