Bloom and Browser not starting

I have Neo4j Desktop 1.4.5 installed on my Windows 10 laptop.
I can view my graph in the browser (Chrome, etc. )
However, I cannot open either the built-in browser or Bloom. I click the 'open' button, but nothing happens


I checked the logs, there is nothing written at the time of my attempts to start browser or bloom.
I'm guessing it's some type of permission setting, or perhaps something in the configuration file, but couldn't find any discussions on this topic. Any help is appreciated.
