As of this morning - Sunday, Oct. 25 the downloads for community editions keep failing. I tried to download version 4.1.3 and 4.0.8 of Neo4j server community edition. Both of them keep failing.
If anyone else can try to download the community edition to see if they face the same problem.
I am able to successfully download 4.0.8 community via by clicking on 'Here' in

If downloading via a Browser make sure you do not have a download blocker configured in the browser
