Neo4j AuraDB: Is there a limit on the number of users?

An user is added by "CREATE USER" command according to the following manual.
Managing users - Neo4j Cypher Manual

Is there a limit on the number of users?
Are there any differences about the limit between Free, Pro and Enterprise editions?

I'd like to add 300-400 users.

I think you can create as many users as you want, but you can have restrictions on role based access control as stated here.
