Neo4j 5.18.1 clustering initial.dbms.default_secondaries_count not taking effect

Hi,

I have a cluster with 2 servers with the following configs:

initial.dbms.automatically_enable_free_servers=true
initial.server.allowed_databases=mydb
initial.dbms.default_primaries_count=1
initial.dbms.default_secondaries_count=1

my cluster starts with no initial data, yet the requestedSecondariesCount on my db is set to 0.

note that system is configured correctly. and running ALTER DATABASE and setting the topology works.

Is there a configurations to do the same with mydb without having to run ALTER DATABASE?
