Yes, it's still going forward, and it just recently hit some critical milestones:

It's now an official ISO/IEC JTC 1 (IT standards) project, managed by the same working group as SQL:

Yes, GQL is still being constructed, committee-built languages can take some time.
I'd recommend following Alastair Green for GQL work, he's quite involved.
