Here's a link to the documentation for the configuration file changes and supported methods of exporting metrics Monitoring - Operations Manual Monitoring is an Enterprise license feature. Personally I'm a fan of the Prometheus + Grafana stack for monitoring.
If you don't have an enterprise license you can still do a lot of monitoring through the Neo4j Desktop Application using the Halin plugin Halin - Neo4j Monitoring Tool - Neo4j Labs
